Headwaters Economics is seeking a Finance and Contract Manager to manage financial systems and ensure alignment between business strategy, contract goals, program expense-to-revenue and contract performance. Working with leadership, you will be involved in planning for the long-term viability and growth of programs.

We have offices in Bozeman and Helena, Montana. Remote locations considered if candidate is willing to travel to participate in at least eight in-person meetings in each calendar year.

Responsibilities include:


  • Oversee payment of invoices and bills, including determining allocations to jobs based on budgets and program plans.
  • Coordinate external bookkeeping service including payroll, tax returns, and setting up accounts.
  • Support annual audit activities by partnering with external audit firm, providing needed documents and reports, and ensuring compliance deadlines are met.
  • Oversee human resources functions, including staff benefits.
  • Manage selection of business insurance, subscriptions, and accounts as needed including internet, phones, etc.

Strategic Financial Planning

  • Identify and recommend process improvement across the organization including the development of systems for grant and contract management.
  • Participate in external groups, cohorts and list serves that foster both contract/grant acumen and potential contract opportunities that pertain to Headwaters Economics’ core services and mission.
  • Conduct financial analysis including revenue/cost analysis, trend analysis, forecasting, budgeting, and grant funding/spend-down.
  • Assist with developing a reserve/investment strategy, including potential investment advisors and board of directors subcommittee.
  • Coordinate with leadership team to evaluate opportunities and manage risks.

Development & Compliance

  • Assist in the development of grant/funding proposals related to financial requirements.
  • Review funding opportunities to determine alignment with current and/or future projects, plus symmetry of funding throughout the fiscal year.
  • Input and maintain financial data in funder/contract systems.
  • Prepare routine and ad hoc financial reports for leadership, the board of directors and funders.
  • Coordinate with staff and external partners to ensure contract compliance and performance.


  • An undergraduate degree in Business, Finance or related field or 9 years of directly related experience.
  • Five years of experience in financial and contracts management.
  • Experience with audits, compliance, budgeting, and grant-accounting.
  • Experience creating and driving the analytic framework for planning and managing organizational growth.
  • Experience applying for and managing federal grants and agreements, including compliance requirements and reporting.
  • An interest in supporting our mission by applying yourself to a broad set of finance and administrative functions including human resources.
